泄漏电流测试连接到接地外壳的Y电容要断开吗?

1类产品,做GB 4706.1-2005标准13和16章的到外壳的泄漏电流测试,产品连接到地的Y电容是否要断开?初级到外壳的Y电容断开,次级到外壳的Y电容是否断开?

按GB 4706.1-2005《家用和类似用途电器的安全 第1部分:通用要求》标准13.1条款“在进行该试验前断开保护阻抗和无线电干扰滤波器”的规定,产品初级连接到地的Y电容要断开(有余力的同学可以思考一下为什么有人简单粗暴不断开就测,测到不合格才断开)。

GB 4706.1-2005标准16.2条款规定:

如果为下述情况,上面规定的泄漏电流限定值也应增加一倍;

——器具只有一个热断路器,没有任何其他控制器,或

——所有温控器、限温器和能量调节器都没有断开位置,或

——器具带有无线电干扰滤波器。在这种情况下,断开滤波器时的泄漏电流应不超过规定的限值。

所以产品初级连接到地的Y电容是断开和不断开两种情况都要测试。

According to the sub-clause 22.26 of IEC 60335-2-29, it is not allowed to connect the output circuit of a battery charger to accessible metal parts or earthing terminal.

根据IEC 60335-2-29标准22.26条款的规定,不允许将电池充电器的输出电路连接到易触及的金属部件或接地端子上。

22.26 Replacement:
The output circuit shall be supplied through a safety isolating transformer and shall not be connected to accessible metal parts or an earthing terminal. The insulation between parts operating at safety extra-low voltage and live parts shall comply with the requirements for double insulation or reinforced insulation.
Compliance is checked by inspection and by the tests specified for double insulation or reinforced insulation.

输出电路应通过安全隔离变压器提供,并且不应连接到易触及的金属部件或接地端子。在安全特低电压下工作的部件和带电部件之间的绝缘应符合双重绝缘或加强绝缘的要求。

通过视检和双重绝缘或加强绝缘规定的试验来检查是否合格。

Decision
决议

SELV outputs shall not be earthed. As safety extra low voltage can be touched, supplementary insulation is necessary between the output and earth.
安全特低电压SELV输出不应接地。因为安全特低电压可以被触及,需要在输出与地之间有附加绝缘。

Explanatory notes解释

Insulation between input or output circuit and earth is, in general, required to be basic insulation for protective earth such that the insulation between the input and output circuit is still double insulation, therefore one of the insulations must meet the requirements for supplementary insulation. If the earth is a functional earth, then Clause 22.53 is applicable.

通常,输入或输出电路与地之间的绝缘必须是保护性接地的基本绝缘,以使输入和输出电路之间的绝缘仍是双重绝缘,因此,其中一种绝缘必须满足附加绝缘的要求。 如果地是功能性地,则适用第22.53条。

Consideration was made for the following points;
Connection between the output circuit and accessible metal parts or an earthing terminal of battery chargers is prohibited by clause 22.26 of IEC 60335-2-29.
Insulation between eathing conductor and input or output circuit for the purpose of EMC suppression is not always clarified in the standard.(Differentiation between protective earth and functional earth)
Requirement of 19.20 of IEC 61558-1(Separation between SELV, PELV and other circuit)

考虑了以下几点:
1)IEC 60335-2-29标准22.26条款禁止输出电路与可触及金属部件或蓄电池充电器接地端子之间的连接。
